Description

The Business Transformation & Innovation Consultant (BT&I Consultant) supports the Division of Financial Management (DFM) by working to continuously improve DFM business practices in an ever-evolving business environment. The BT&I Consultant analyzes current practices and recommends lean, and/or agile process enhancements to improve efficiency, the overall user experience, and ability to provide strategic value to business partners in an ecosystem comprised of Workday, Coupa and ServiceNow, and emerging technology innovations. The BT&I Consultant researches and tests potential process enhancements available through the release of new software capabilities and advancements in technology. Specializing in the areas of financial operations and strategic sourcing, the BT&I Consultant documents and tests automated processes and creates reports and metrics to support the Board's missions. Supports user community in system configuration, integration, and report testing; process troubleshooting and quality assurance. Keeps abreast of technology advancements including the use of Analytics/Business Intelligence (BI), Artificial Intelligence (AI), and Machine Learning (ML) process improvements based on best practices and software as a service (SaaS) innovations and evolution. This position requires knowledge of information technology, business processes, accounting practices, procurement practices and emerging developments in technology. Knowledge of emerging technologies and business trends is required as is a strong sense of inquiry.



Requirements

Requires analytical skills and familiarity with business process development and re-engineering. Demonstrates knowledge of emerging technologies and exhibits strong research skills. Possesses excellent oral and written communication skills to help non-technical staff and leaders at all levels understand technology architecture, applications, and the benefits of innovation. Bachelor’s degree in business, computer science, or related fields or the equivalent combination of training and four (4) years of related experience required. Requires one (1) to three (3) of experience working with Coupa and/or Workday systems. Understands the lean and/or agile project management methodology. Must possess clear, concise, and effective verbal and written communication, including the ability to effectively communicate with technology experts, business customers, and management. Ability to work cross-functionally to analyze problems and improve quality and service. Ability to skillfully handle multiple tasks, competing priorities, and challenging/ambiguous situations professionally. Must be a strategic thinker with detail orientation and commitment to providing excellent customer service. Familiarity with the Board’s compliance/legislative requirements (e.g., FedRAMP, FISMA, Sarbanes-Oxley, etc.), is preferred.

Grade FR-26 requires excellent analytical skills and a deep understanding of business process development and re-engineering. Demonstrates an excellent knowledge of emerging technologies and exhibits strong research skills. Possess excellent oral and written communication skills to help non-technical staff and leaders at all levels understand technology architecture, applications, and the benefits of innovation. Requires experience designing and implementing high performance enterprise software products/applications. Bachelor’s degree in business, computer science, or related fields or the equivalent combination of training and five (5) years of related experience required. Requires a minimum of three (3) years of experience working with Coupa and/or Workday systems. Understands the Agile project management methodology.  Ability to work cross-functionally to analyze problems and improve quality and service. Demonstrated ability to skillfully handle multiple tasks, competing priorities, and challenging/ambiguous situations professionally. Must be a strategic thinker with detail orientation and commitment to providing excellent customer service. Has experience training IT and business professionals on relevant topics. This position requires familiarity with the Board’s compliance/legislative requirements (e.g., FedRAMP, FISMA, Sarbanes-Oxley, etc.), and overall information technology expertise.

Grade FR-27 is a Sr. Business Transformation & Innovation Consultant and requires advanced analytical skills and a deep understanding of business process development and re-engineering. Demonstrates an excellent knowledge of emerging technologies and exhibits strong research skills. Possess excellent oral and written communication skills to help non-technical staff and leaders at all levels understand technology architecture, applications, and the benefits of innovation. Requires experience designing and implementing high performance enterprise software products/applications. Bachelor’s degree in business, computer science, or related fields or the equivalent combination of training and six (6) years of related experience required, Master’s degree preferred. Requires a minimum of six (6) years of experience working with Coupa and/or Workday systems. Understands the Agile project management methodology.  Ability to work cross-functionally to analyze problems and improve quality and service. Demonstrated ability to skillfully handle multiple tasks, competing priorities, and challenging/ambiguous situations professionally. Must be a strategic thinker with detail orientation and commitment to providing excellent customer service. Has experience training IT and business professionals on relevant topics. This position requires familiarity the Board’s compliance/legislative requirements (e.g., FedRAMP, FISMA, Sarbanes-Oxley, etc.), and overall information technology expertise.

Creates business process analysis documents, workflows, reports, metrics, and other documentation in the support of DFM’s technology vision and strategy for innovation with a focus on keeping the division and its customers on the forefront of technology and change.
Assists end users and technical resources in system configuration activities, application, integration, and report testing, and ecosystem quality issues.
Collaborates with Digital Transformation staff and Division of Financial Management (DFM) stakeholders. Work directly affects the Board’s operations internally across all divisions and externally with various stakeholders and customers, including auditors, suppliers and vendors.  Actions taken can have a direct impact on the Board’s mission and staff as a result of the interconnectivity and integration between Board staff and the Board’s procurement, financial management and human capital management systems

Effectively communicates with division staff at all levels and interacts with staff at the Board, Reserve Banks, other government agencies, vendors, and industry experts to perform the duties and responsibilities of the position. Must be persuasive, tactful, and able to negotiate and establish rapport with related contacts.  Organizes planning meetings for new and existing projects, trains professionals on relevant topics. Excellent written and oral communication skills. Delivers high quality work products that require minimal review and editing. Strong presentation and briefing skills. Has knowledge of Board style guidelines and applies them when developing or reviewing documentation.


Works under guidance of the Manager or Lead. Has no supervisory responsibilities.
